scope Specifies whether the policy can be applied to a single Queues or multiple Queues. When the parameter is set to template, the policy can be applied to multiple Queues. When the parameter is set to exclusive, the policy can be applied to only a single Queues. You can reassign the policy if you remove the assignment to the original SAP.

timeAvgFactor Specifies a weight factor for the previous shared buffer average utilization when a new shared buffer average utilization is calculated. Weighting occurs when the buffer pool uses a portion of the previous shared buffer average and adds the weight factor to the new instantaneous shared buffer utilization. When the parameter is set to a high value, the new shared buffer average utilization is weighted more toward the previous shared buffer average utilization. When the parameter is set to a low value, the new shared buffer average utilization is weighted more toward the shared buffer instantaneous utilization. When the parameter is set to 0, the calculation uses the instantaneous utilization value exclusively.
