Specifies the relative weight for the queue that will be used within the CIR-loop,
for queues in the SAP or network interface scheduler that are designated as best-effort queues.
The values for the two options are configured on the 7250 Scheduler (SchedulerPolicy) form,
using the CIR Weight 1 (cirWeightOne) and CIR Weight 2 (cirWeightTwo) parameters.
