Specifies the priority level for this queue to receive bandwidth from
the port-level scheduler for its within-CIR offered load. Level 8 is
highest priority; level 1 is lowest priority. The CIR Level parameter
setting depends on the Port Parent parameter setting. The Port Parent
parameter must be set to true for an explicitly configured value for
the CIR Level parameter to be effective. When the Port Parent parameter
is set to false, the default value for the CIR Level is used,
regardless of its configured setting.
