'testFailure(1)': send one tmnxOamPingTestFailedV3 notification if at
least N probes failed during the test run. N is configured using
tmnxOamPingCtlTrapTestFailureFilter.
'testCompletion(2)': send one tmnxOamPingTestCompletedV3 notification
when the test run is complete.
