The value of signalEthernetSegment indicates if
a NULL ESId ethernet segment can be signaled for a VPWS service.
It is used by VPWS services only to enforce the proper sap configuration
checking in order to support Ethernet Segment on the node. A VPWS service
configured with different physical ports on access points must
have the value of the object set as 'false'.
