These declined IP addresses are removed from the free address table and are not

When this maximum is reached, and the server receives another DHCP DECLINE
message from a client, then the oldest declined IP address becomes again
available for the clients.
When the value of this object is set to 0, no declined IP addresses are removed
from the free address table.
