This structure encapsulates all the necessary parameters required
to convert an old definition.
This list should contain 1 or 2 entries. The first entry is mandatory. It must contain the primary or the hub definition for the rule.
This second entry is optional, it's only used in the hub/spoke topology to contain the spoke definition.
