Settings for the IsisLspRateThresholdExceeded alarm.

Naming format: The multi instances ISIS is supported since CPAM 4.0 R5. The threshold on ISIS instance 0 does not inculde the -isis- portion, which is kept same as pre 4.0 R5. The DN for the threshold on none zero ISIS instance would have the -isis- portion.

whereas it would use $alarmName-cpaa-$cpaaPointer-$level otherwise.
