The 'Enable Automatic OLC State change' parameter specifies the default behavior of
whether a Shut Down and Turn Up action changes the object's OLC state.
If enabled, the object's OLC state is set to Maintenance when a Shut Down action is
performed, and to In Service when a Turn Up action is performed. This state change
is also applied to any child objects. The options are: disabled (default), enabled.
