configured untill the state of the neighbor adjacency is up. If the
value of rtrIsisLevelHelloPadding is set to loose, the padding is
configured untill the state of the neighbor adjacency is initialized.

is configured for all adjacency states. If the value of rtrIsisLevelHelloPadding is set to none,
the padding is disabled on all types of interfaces for all adjacency states.
