This attribute specifies if the adjacent node is managed by NFM-P or not.
If the adjacent node is managed by NFM-P, the adjacentNePointer attribute will
have to be populated. Otherwise, the adajacentNeIpAddress attribute has to
be set.

If the adjacent NE is not managed, the user must still enter the IP
address of the node that will be adjacent to the one we are trying to
auto-provision. This could be a 7670, an unmanaged 7750, or any other
